Just before Roman times, the "vascones" ("basques") inhabited the Northern part of Navarre. They then moved into the present basque country and South as far as modern Rioja (look for Logroño on a map). We know that the oldest place names in the basque Country are Indo-European in origin, as they are over much of the Northern part of the Peninsula: names for rivers, mountains, etc... The evidence suggests that the Basque country is not the ancestral homeland of the basques. We do have epigraphic evidence that there were basque speaking populations North of the Pyrenees, in present day Gascoigne. The question remains whether the Basques moved in large numbers into Iberia, or if they just happened to transmit their language and culture to the older established populations in the area. In my opinion, the latter is more likely.
