Nerd-oid? ;D Well, I found the pic in an academic page, which explains his suave looks. Give him a broader jaw and sharper features, and you´ve got a stereotypical German, IMO.

He doesn't look northern European at all - too sharpish a nose and way too leptomorph. I would have guessed some odd-English type.

Approximates the Weser Typus/Weser type, in his case with perhaps some other admixture. Ilse Schwidetzky wrote about a close relationship between the mentioned type (found in the north-east of Westphalia) and the population of Lower Saxony. You can read it yourself in the page of text I scanned (in German). When I read "Northern European", I had Scandinavia in mind. I don't really see anything "Noric" in him, since the forehead is too sloping. Really more of a "Nordid from the west", like the so called Göta type defined by the Swede Isidor Flodström. Like you wrote, Cologne or Frankfurt would be likely places to find such "thin" Nordids.

I think his forehead isn't so slooping actually - it only looks like that because of his hair.

Gareth, I was surprised to see Schwidetzky pictured such young individuals as examples of racial types. Their features aren´t fully formed yet.

My thoughts too, hehe. Now that I think about it, he does bear some similarity to a German immigrant science teacher at my school, even if only in the facial expression.
