Generally, socialist countries do not like tourism or anything that appears to be "humiliating", Algerians are of the arrogant socialist kind, they hate working for foreigners and especially for their fellow citicens.
It has nothing to do with religion or with the imperialistic nature of the romans, acheology is totally abandoned in Algeria. so they prefer closing the sites .... than having them deteriorated.
