I think that genetics determine potencial whereas enviroment determine the percentage of the potencial reached.
The real question (for this kind of forum) would be if there are differences between the potencial of the races.

the primary focus is somalis potential and its rapid development surpassing black africa after civil war ...anarchic state..and present... ethiopia is certainly a lost cause... and inter relations with other afro nations and somalia seem hopless because in light somalia seeks sucess after the war and not the dreaded chaotic govt system like all sub countries.... only barrier aside from intra conflicts is the ogaden region ethiopia has a weak grip on...and im postive if not definet that the ogaden region will return rightfully back to somalia... the only region in SUPPOSID ethiop that has natural gas..lmao... but is Untouchable i wonder... somalia has been great at keeping famine disease and corruption at bay not allowing the AU forces to do "peacekeeping" in mog..lmao.... not only did the members of parliment vito the idea..but they said..avidly stated they dont want to be a 2nd congo.... ethipia faces all the probs that a civil stateless nation faces... while somalia didnt...ironic...somalis incl..culture tradition religion and seminomadic mentaility..... would preferably and is dealing with nations that are leaders in globalisation.... and not its neighbors....

ok what was that last post about? ETHIOPIA seems like a lost cause? i think youve got Somalia and Ethiopia mixed up (im not trying to take the piss out of somalia or anything) but Ethiopia has been tipped as one of Africa's most promising countries and im not bullis****ng either. Somalia has no government at the moment and has no LAW - something that Ethiopia does and has had for the past 3000 years. For a country with the blessing of a "government" Ethiopia sure aint doing any better than destabilized Somali.

All I know about Ethiopia is Bono goes there to help poor africans and South Park's ethiopian kid is contantly starving to death.
