Yeah, he wasn't an Arab in any sense of the word.
The origin of Philippus Arabs family is not clear but it said that his family where originally a mighty Beduin tribe dwelling in Syria. Therefor take the word Arab is a synonym for Beduin or Semitic Nomadic people. Even in the Bible "after the Babylon exile" the word Ishmael refers to Arabs as Nomadic Tribes. And anyway if you take into account that the origin of all Semitic tribes Arabia is than in a broader scene all Semitic people are Arabs. And besides this the term Syria is false, the oldest known historical inhabitants of what the Romans later called Syria are Canaanites. And Canaan is the oldest know historical Name of what we now call Palestine /Israel /Lebanon /Syria territory. So if you want to play Name games Philippus was a Canaanite who's Ancestors originated from the Northern part of the Arabian Peninsula and that makes him a Arab. ;D
