And if Hannibal had been black, the Romans would have reported it in their chronicles. Same with Yugurtha. They did not look alien to the Romans, like a sub-saharan African would have .

E3b is just one of the Y-chr lineages. It originated in the middle-east.
I am E3b myself, I'm European, of a sub-clade of E3b which exists in high ammounts in the Balkans, for more than 8000 years.
You can't safely link Y-chromosome markers with race, as it's a marker of a paternal lineage only.
Therefore, if a negroid or a mongoloid have R1b, R1a, I, J, E3b , it only means some of their male ancestors were Europeans.
With an autosomal test ( which still isn't very accurate ), you can see in which percentages someone is this or that race ( ancestry ). In that way, the average U.S.black turns out to be 20-30% Caucasoid, and a N.African turns out to be 20-30% Negroid.
Of course, there are many regional differences etc.

Hi, "Black" in berber languages is Aberkan, kabyles and rifains say "abberkhan" (the b sounds like in spanish and the k sound like "ch" german)... There is no "f" in Aberkan. Aber: means "nearly" or "corrupted" Afer: was used as a firstname. some say "africa" come from that word.

I find it so funny how some people automatically like some sort of automaton equal everything living in Africa with Negroids. Like in this example above...Septrimus Severus came from North Africa, ergo he must have been Black. ;D And lets not even get started with all that stupid Moorish Siciliy or Iberia to equal half the population was black or north african.

why not? John Wayne did. These days though, more accuracy in representation of race is demanded then back then.Its more important. I wish more accuracy in all historical situations was wanted. Today for someone as dark as Denzel to play Hannibal is irresponsible. I agree. Why doesn't Hollywood portray ancient Egypt for what it really is? A racially/ethnically mixed nation for example. Another example would be when Denzel played Malcolm X. Okay, I'm stretching it a bit, but the real Malcolm X was no more than two shades darker than Brad Pitt! He was beige in complexion with blue or green eyes and red hair (think rapper Ice-T with reddish hair or the black guy from "CSI" with lighter skin and reddish hair). I am not taking away from Denzel or his performance, but it is totally inaccurate.
