I do believe that there is strong anti-European sentiment. But it's almost always directed towards Western European countries. Funny thing is, more philanthropic donations to third world countries come from Western European nations. And Western European nations are much more welcoming to foreigners than their southern and (esp.) eastern European counterparts.
The reason is quite simple: by goading the Western Europeans into feeling "guilty", they will feel obligated towards being overly accepting to outsiders.

I dont beleive it has anything to do with anti European (particular anti Western Europeans).
The reason is simple. There are people with hidden political agendas on the board.
