I don't think that that is the case here. What happens is that Conan's world is a fantasy based on History. I.e., his creator, Robert Erwin Howard, invented an ancient world that existed before the known History. A map of Conan's world would show several nations who bear lots of resemblances with historic nations: there are Vanaheim, Asgard (kingdoms of two different families of Gods, in the Nordic Tradition), Hiperborea, BritĂșnia (western Germanics), Nemedia (idem - Nemed is also the name of a given mythic folk of Ireland), the land of the Picts, and also Argos (which would be the ancestors of... Greece), Aquilonia (the biggest empire of Conan's time, quite similar to Rome), Stygia (Egypt), Khithai (China), Hirkania (Iran), etc.. There was an historical folk named Cimmerian, which was of Iranian ethnicity, close related to the Scythians. There is a chance that the Celts were influenced by Scythes.... and thus, that could be the reason why R. E. Howard invented Conan's Cimmerians as being the ancestors of the historical Celts. I think you're trying to rationalize the ignorance of the author. Iran in his books is IRANISTAN, a kingdom on the border with ZEMBABWE!!! ( typically american knowledge of geography ). Argos isn't Greece, the realm called KORYNTHIA is. etc. etc.

You would absoulutely LOVE both Pratchett and Douglas Adams. They're both your style. I could swear that you have read them by the way you're writing, it's creepy.
